Review Update: Elements 10 Smart Brush

When we first tackled Adobe Photoshop Elements 10, we were mystified by the Smart Brush. Try as we might (and we tried everything, even reading the Reviewer's Guide), we could not get it to apply anything but a Blue Skies filter.
Was there a simple explanation? Of course there was a simple explanation.
We were selecting a filter from the Effects window on the left rather than the Tool menu above the image.
We've updated the review with a couple of screen shots to show the new menu and reveal a few tricks we learned about Smart Brush filters, too.
